
Lucy brings more than 30 years of experience in the construction industry, having worked in commercial, preconstruction, and business development roles with several Tier 1 contractors.
While studying for her BSc in Quantity Surveying part-time at UWE, Bristol, she developed a strong passion for promoting vocational pathways into construction careers.
In 2017, Lucy joined the Department for Education’s Construction Panel, contributing to the development of the T Level in Design, Surveying and Planning—a qualification that became one of the first T Levels offered at colleges across the UK in 2020, marking a significant change in post-16 education. She currently sits on the Skills England Construction Route Panel, which reviews standards for apprenticeships and T Levels.
Outside of work, Lucy enjoys connecting with fellow construction professionals and is Vice-Chair of the CIOB Oxford Hub (Chair in June 2026), following two decades of involvement in various CIOB roles.
In 2025, she took on the position of Treasurer for Constructing Excellence Oxford, having previously been Chair for Constructing Excellence Berkshire. In 2026, Lucy joined the newly formed BCO (British Council for Offices) Oxford committee.
For the past 25 years, Lucy has been an RICS APC QS Counsellor and is an RICS APC Assessor for Final Interviews. Committed to advancing professional development within main contracting, she leads the Kier RICS Working Group and sits on the Kier Professional Development Steering Committee.
Her enthusiasm for the construction industry and helping other women achieve their goals, is part of her DNA!
