
Penny is a Director at Turner & Townsend with more than 28 years of experience in the construction industry, spanning the UK and Hong Kong. Throughout her career, she has successfully delivered complex, high-profile projects in live operational environments, bringing experience from multiple perspectives as a Structural Engineer, Project Manager, Consultant and Client.
This breadth of experience enables Penny to understand the challenges faced by a wide range of stakeholders and to build alignment around shared objectives. She is particularly skilled at navigating complex environments, developing collaborative relationships, and translating strategic goals into practical outcomes.
Prior to joining Turner & Townsend, Penny played a leading role in shaping the development strategy for the Hong Kong University of Science and Technology. Working closely with the University’s senior leadership and governing Council, she helped define long-term objectives, identify future expansion opportunities, and establish a roadmap for sustainable growth.
Penny also has extensive experience establishing client-side governance frameworks for major programmes and is comfortable operating at Board and executive level, helping organisations make informed decisions and deliver strategic change.
Since joining Turner & Townsend in 2023, Penny has become the Cost Centre Lead for Project Management – Health, Science and Education, leading a team of 65 project management professionals across London and the South East. Together, they deliver a diverse portfolio of projects for a wide range of clients.
As a mentor, Penny is passionate about helping others navigate complex career decisions, build confidence, and develop their leadership potential. Drawing on experience gained across different sectors, geographies and roles, she enjoys sharing practical insights, challenging perspectives, and supporting individuals as they progress through the next stages of their careers. As a working mother who has balanced family life with an international career and senior leadership positions, she understands many of the challenges faced by women as they develop their careers. She is particularly passionate about helping women build confidence, overcome barriers, and pursue opportunities that align with both their professional ambitions and personal priorities.
